Failed EICR? What C1, C2 and C3 Codes Mean for Your Property

Receiving a failed EICR can be worrying, but understanding what the codes mean puts you back in control. Every Electrical Installation Condition Report classifies observations using three standard codes: C1, C2, and C3. These codes tell you exactly how dangerous each issue is and how urgently it needs fixing.

C1 means danger is present and immediate action is required. This is the most serious classification and indicates a risk of injury or fire that exists right now. Examples include exposed live conductors, missing earth connections, or damaged accessories that could be touched. If our electrician finds a C1 issue, we will make it safe on the spot if possible, or advise immediate disconnection of the affected circuit. C2 means the installation is potentially dangerous and urgent remedial work is needed. While not immediately life-threatening like a C1, C2 issues create conditions that could become dangerous. Common examples include the absence of RCD protection on socket circuits, inadequate earthing, or circuits that are overloaded. You have 28 days from the date of the report to complete remedial work on C2 issues and provide evidence to your tenant and local authority.

C3 means improvement is recommended but not required for safety. C3 observations are advisory only and do not constitute a failure. Examples include the presence of an old but functional fuse box, minor cable routing issues, or circuits that meet current standards but could be enhanced. While you are not legally required to address C3 issues, doing so often improves safety and can prevent future C2 or C1 classifications at your next inspection.

Only C1 and C2 issues cause an EICR to fail. If your report contains only C3 observations, your installation has passed. However, if you have C1 or C2 codes, you must act.
