Since 1st June 2020, the Electrical Safety Standards in the Private Rented Sector (England) Regulations have made electrical safety a legal requirement for all landlords. If you rent out property in Leeds or anywhere in England, you must have a valid Electrical Installation Condition Report (EICR) for every rental property, renewed at least every five years.

An EICR is a comprehensive inspection of your property electrical system, testing every circuit for safety, insulation resistance, earth fault loop impedance, and RCD functionality. The report classifies any issues using C1 (danger present, immediate action required), C2 (potentially dangerous, urgent remedial work needed), and C3 (improvement recommended).

If your EICR identifies any C1 or C2 issues, you have 28 days to complete remedial work and provide evidence to your tenant and the local authority. Failure to comply can result in fines of up to £30,000 per property. Local authorities in Leeds actively enforce these regulations, and tenants can also take legal action for non-compliance.

Beyond the EICR, landlords should also consider Portable Appliance Testing (PAT) for any electrical appliances provided with the property, and ensuring smoke alarms and carbon monoxide detectors are installed and working. While not all of these are legally mandated by the EICR regulations, they significantly reduce liability and improve tenant safety.
